I misread the instructions a bit so this isn't a brochure or a magazine. I used the pen tool and the magnetic lasso tool to make a path outlining the dog in the image. I used layers and similar colors to create a clear image of the dog. Then I used shapes, selections, and clipping masks to outline a frisbee shape for the header.
